 | Main programs developed by National Agency for Small and Medium Sized Enterprises:
- The national multiannual programme (2005-2008) to develop the entrepreneurial culture among manager women from the SMEs sector
The main objective of this programme is to promote a system that facilitates women mobility on labour market and help them to get involved in private economic structures and also maintain the balance between family and work. Its tasks are :

to stimulate self employment

to develop the entrepreneurial spirit among women

to raise the level of information about women entrepreneurship

to raise the number of women entrepreneurs within the business community

to create new start ups

equal access to the knowledge based economy
The programme had four phases in 2005:

The first one consisted in an information campaign, called “Women entrepreneur days”. We organized it in 7 cities located in all parts of Romania (Baia Mare, Constanta, Galati, Ramnicu Valcea, Timisoara, Brasov and Iasi) and we had several seminars where women could see the presentation of business women clusters, associations of women entrepreneurs, financing sources for SMEs, success stories of women entrepreneurs and the most important they could have information regarding the next phases of the programme, which were very important for them.

The second phase consisted in organizing free courses about entrepreneurship for Romanian women above 18 years old and primar education, in 5 locations: Bucharest and Bihor, Constanta, Brasov, Neamt counties. Each location hosted 25 participants and the course lasted 4 days. Women were taught how to start up a business, how to elaborate a business plan, how to keep basic accountancy of a SME, how to manage a business and about useful information related to best run an enterprise.At the end of these courses, each participant received a diploma.

The third phase consisted in elaborating and publishing guides and brochures that described not only this programme but also business management, Romanian legislation regarding the SMEs sector, marketing and business development, small business ideas and a guide called “ Women associations from Romania and international practice”.

The fourth phase consisted in running a survey about women entrepreneurship in Romania, using the phone assisted by the computer and its results will be published soon.

- Fair for SMEs (TIMM) – is held in Bucharest , as well as at regional level (in 2003 in six towns). At the TIMM, public or private firms and institutions offer services for setting up and development of an enterprise, mainly regarding legal and economic consulting, marketing, financial, insurance and leasing activities, education and professional training.
- National Credit Guarantee Fund for Small and Medium Sized Enterprises – NCGFSME has the mission to support the development of SMEs sector in Romania by facilitating the access of SMEs to financial instruments offered by commercial banks and other financing institutions. The Fund offers guarantees to banks for credit, in lei and foreign currencies, requested by SMEs in order to finance their production and/or services. NCGFSME gives guarantees for maximum 75% of the value of a medium term and long term credit, 65% of the value of a short term credit, and 80% of the value of credits granted by banks to start-ups. Until now NCGFSME granted guarantees in value of 350 billion lei (about 8.8 million EURO) to a number of 136 SMEs.
- National multi - annual program for the period 2002-2005 for supporting SMEs for developing exports - The program pursues: promotion of SMEs products and services into foreign markets; stimulation of communication and business partnership into foreign markets; training of entrepreneurs in the area of export promotion techniques; improving the access of SMEs to market information and facilitation of capitalizing this information on foreign markets. Costs regarding eligible activities for each selected beneficiary are partly supported from the state budget until 60% of value of each effected eligible cost.
- Program for supporting investments of start-ups and SMEs in industrial priority sectors - Through financial not reimbursable allowances (FNRA), the program supports investments made by eligible beneficiaries in industrial priority sectors. FNRA covers till 40% of the project cost, and it is granted together with a Romanian Commercial Bank credit that covers 45% of the project cost, the beneficiary of the financing covering the remaining 15% of the project cost.
- National multi-annual program for the period 2002-2005 for supporting the access of small and medium sized enterprises to training and consulting services - Activities for which are granted budgetary allocations within the program are: facilitating the access of SMEs staff having decision and/or execution positions to organised training courses - management, marketing, strategy and planning, investment sources and financing methods, EU legislation and practices in the SMEs area for unfolding enterprise activity; facilitating the access to consulting services, for drawing up business and marketing plans, accessing financing sources, consulting in the area of standardisation systems certification, quality certification according to EU norms, in the area of internal and international co-operation (complementarily partnerships, outsourcing) .
- National multi-annual program for setting up and development of technological and business incubators - In this regard it was endorsed the Agreement Memorandum between UNDP and NASMEC and was signed Co-financing Agreement of the National Multi-Annual Program for the Period 2002-2005 for Setting up and Development of Technological and Business Incubators for the budgetary year 2003. NASMEC and UNDP experts will establish locations of the incubators as a result of analysis made in territory.
- National multi-annual program for the period 2003-2005 for informing and educating traders - Program aims to support traders by granting not reimbursable financial allowances for: participation to professional formation/qualification courses in basic trade professions within the area of food industry; participation to courses regarding fundamental notions of hygiene needed in food trading activities; p articipation to professional specialization/improvement for gaining additional professional competencies and deepening specialty knowledge.
- National multi-annual program for supporting crafts and handicrafts - Program supports through not reimbursable financial allowances the following eligible activities: participation to fairs and exhibitions, organized inside the country or abroad, with own stand or in association with other enterprises; drawing up and production of printed materials for promoting enterprise, edited in a foreign language with a large circulation; designing a site on the Internet for presenting applicant's activity and promoted product or service.
- Program for supporting SME development from food industry unfolded in co-operation with United Nations Industrial Development Organization (UNIDO) - Project has the main objectives: setting up milk collection centers at European standards and introducing the system of quality assurance in the circuit farmer – milk processing enterprise; s etting up training, development of production and technological transfer centers for farmers and SMEs with activity in the area of milk and milk product processing; increasing competitiveness of preserved vegetable and fruit products in the internal and international market through implementing consumer protection system and quality assurance system, diversification of production and introduction of cheap and modern production technologies in SMEs; support for setting up associations of processing from interest areas.
- CURAS Program – Increasing the level of quality assurance in SMEs sector from horizontal auto industry and setting up supplier chain (co-operation program between Romania and Flemish Government) - Project has as objective raising the level of quality and setting up supplier chains inside auto industry in order to improve joint and individual performances at the regional, national, and international level. CKZ Limburg and National Agency for Small and Medium Sized Enterprises wish that local suppliers of automotive parts to consolidate their position, in the first phase, in front of Romanian automotive manufacturers and, after a period, to meet the needed requirements for unfolding outsourcing activities in the international market.
- EMPRETEC Program (co-operation between NASMEC, UNCTAD, and Ministry of Productive Activities from Lombardia Region) - The essence of the Program is the support for entrepreneurs from Romanian economic environment. 67 entrepreneurs and employees from various areas benefited this year of international marketing and export courses. Last year 134 entrepreneurs participated at these courses. Now the courses for developing individual entrepreneurship are going on.
- "START" program is operational since 8 of September 2004. The amount from the state budget for unfolding this program is 2,7 billion Rol. The program is dedicated to the entrepreneurial development for youth and to facilitating youth access to financing. The program will be unfold in six centers as following: Bucuresti, Brasov, Constanta, Craiova, Iasi si Timisoara, centers with potential in developing entrepreneurial culture in Romania. The beneficiaries of this program are the young people with ages between 18 and 35 years, graduated of the university or high school, self employed / authorized self employed / legal persons from the category of micro enterprises with a history of one year running and unfolds economic activities in the production and services area. Did not beneficiated of state aid in the functioning period (two years). The program will be unfolded in two stages:
- 1 training of the selected beneficiaries, after the evaluation of the “Registration form” (annex 2), the dead line for registration of the form is 1 of October t.y. In five days after the last day of registration, the selected participants will be announced, also will be announced the places where the courses will take place in locations foreseen in the program.
The courses will be organized on thematic modules, Annex 1 to the Procedure.
The thematic modules: Small business management (14 theme), Financial management (14 theme); Accessing financing sources (4 theme); Marketing (5 theme); Negotiation techniques (11 theme); Elaboration and implementation of the business plan (9 theme);
- 2 financing 100 successful business plans, consisting in microcredits granted in advantageous conditions through RCB in maximum value of 5 000 Euro. The crediting term is 1,5-3 years with a bar period of 1 year and guarantees ensured from NFGCSME and through the beneficiary investment.
