Through ANIMMC, Romania was accepted to obtain the “Observer” status within the Work Group for IMM and entrepreneurship of OCDE

The National Agency for Small and Medium Size Enterprises and Cooperatives was accepted to hand in the candidate-ship for the “Observer” status within the Work Romanian Group for IMM, Entrepreneurship (GLIMMA).

Thus, ANIMMC has participated at three works of the most important projects of GLIMMA, where the following issues were discussed:

- Consolidation of IMM role within the global value system.

- Removing the obstacles against the access of IMM on the international market.

- Improving the IMM financing with regard to facilities of their development

Consequently, the Agency shall furnish information for the following projects:

- Statistics for the IMM fields and entrepreneurship

- Policies and programs handbook for IMM and Entrepreneurship

In this view, ANIMMC has transmitted the technical study “Policies for IMM”, report evaluated positively, and that is why the Agency, on behalf of Romania, was invited and, consequently, the Vice-president of the institution – Mrs. Gabriela Vasile and the Deputy Director of the European Integration Department – Mrs. Florentina Ionescu, have participated on the 8 th of November 2005, at Paris, at the proceedings of the Work Group for IMM, Entrepreneurship.

Following the debates that took place, Romania and evidently ANIMMC have successfully passed “the exam”, being accepted by GLIMMA to undertake the Observer status, position that will confer the possibility to benefit from the recommendations and good practices already existent in 30 member states regarding the supporting of the IMM sector development. The representatives of this Working Group are to make suggestions to the OCDE Council related to the collaboration with the member states, to make the final decision in this view.

Short description

OCDE is a forum through which the organization assists the governments in relation to the elaboration of the economic policies and offers, within a multipurpose collaboration, solutions for the present serious global issues, identifies the best practices and coordinates the domestic and international policies from various fields of the economic-social life.

OCDE mission is that of consolidating the democratic civil society, consolidation of the private sector and the durable development in all fields of activity, that of assisting governments to compare the economic policies, offers, within a multipurpose collaboration, solutions for the present serious global issues, identifies the best practices and coordinates the domestic and international policies from various fields of the economic-social life and that of assisting the member states in the effort to obtain economic healthy development which shall lead to increase of international trade on the multipurpose and non-discriminative bases.

Romania has signed three Frame Agreements with OCDE:

  • The declaration regarding the collaboration within the industrial durable development sector

  • The declaration regarding the collaboration in the fight against corruption

  • The declaration regarding the establishing the OCDE Information and Documentary Romanian Center in Bucharest

Romania participates at the following working structures:

  • Member status: Development Center, Work Group regarding the Declaration for International Investments and Multinational Companies within the investment Committee, Steel Committee, LEED Program

  • Observer status: Committee for Ship Construction, Scheme II of the Committee for Agriculture, Committee for Sea Transportation, Working Group for IMM, Entrepreneurship and Regional Development

  • The acceptance analysis of the Observer status is in progress for : Committee for Competition, adhesion to the Fight Convention against Public Clerks Corruption related to the Commercial International Transactions, Education, Science, Technology and Industry and a request for the Working Groups for the Nuclear Agency is to be addressed.

  • The Development Center – September 2004;

  • Center for Entrepreneurship, IMM and Regional Development - 2005

Following the ANIMMC experts participation at the actions set forth by the Entrepreneurship Center and IMM, Romania was accepted as member with absolute rights within the LEED Program, in December 2004.

In order to coordinate the collaboration with the LEED Program, a Government Decision established the Working Group for the coordination of the activities in Romania.

The working Group consists of: designated representatives from the Business Community Department, from ANIMMC, MAE, MMSSF; the technical secretaire shall be covered by ANIMMC.
